*Note that many Deaf do use the above version of PERMIT. The sign functions as either a noun or a verb depending on context. However, if you want to specifically refer to a noun version of PERMIT another option would be to use the RECTANGLE sign.

Answer: Both. While it may be tempting to call it a verb (because
it can function as a verb) -- the reality is that many Deaf use it in the the
context of a noun (thus causing it to function as a noun). For example I
recently watched a newscast in which the signer (a very skilled Deaf ASL
teacher) signed "kennel permit" by spelling kennel and signing PERMIT.
Let's just say that if someone tries to assert that this this version isn't
commonly used as both a verb and a noun you are welcome to make them a $500 bet
that Dr. Bill of Lifeprint.com can provide 10 or more pre-existing examples of
it being used as a noun by skilled signers (Deaf or certified ASL interpreters)
within 48 hours.
