REFER: The American Sign Language (ASL) sign for "refer / reference / relay"
Can also mean attribute, specify, recommend, pass on.

To produce the sign "REFER" your dominant hand is in "R" handshape and the non-dominant hand is a "loose 5" handshape. The non-dominant hand is in front of the body with the palm facing down (facing the floor) and the dominant hand begins with the palm facing the body.

The dominant hand begins by touching the fingertips of the index and middle fingers (fingers making the "R" handshape) to the back of the non-dominant hands palm and then moving the dominant hand 'out' or away from the body.
