The concept of a "tick" (as in the insect) is typically just fingerspelled in ASL.

However, after context has been established, you can use the pinched thumb and index finger to indicate (or depict) grabbing and moving a "tick." 

You can also use a use a "G"-hand with a very small separation between the pads of the thumb and fingertips to depict the size of a flea.
