So can I say Dr. Bill Vicars is my teacher?
Or just say I’m learning from YouTube videos?

Perhaps in a very general sense, you could say I'm your teacher.
Without context though that "my teacher" statement implies more of a
relationship than actually exists.
You are self-studying ASL from lessons that I developed -- but I don't know you.
(At least not yet).
Our relationship is more like that of an author and a reader or of a video
producer and a viewer.
I'm okay with you and the rest of my internet audience claiming me as your /
their teacher -- as long as you / they are respectful of Deaf Culture and
behaving in ways that I would indeed teach you if you were actively
participating in my classroom.
However, if a young (Hearing) person starts clout chasing (or gathering of
views) via cultural misappropriation of sign language (for profit or attention)
-- I would rather they "not" use my name in any way. Doing so might imply that
I'm okay with or endorsing such behavior -- I'm not.
If students really do want to claim me as their teacher they might want to
register for one of my actual tuition based classes. See:
